That's the part, Tom! Exactly. It's hooked up to the vacuum lines that run to the carb, intake manifold, transmission and brake booster. I have no idea what purpose it serves. It's just sort of lying on the intake. Were they installed by the factory on any Econoline? Mine is from California, so perh...

I took a look at the engine today and didn't see anything out of place; all vacuum lines are hooked up, as they were. That doesn't rule out a leak; some of the lines look pretty old and might be cracked.

Oggy, thanks for that idea! I know I was screwing with the vacuum lines at the carburetor, since I removed the carb to take it apart and clean it out. Absolutely right, Tom!!! I loathe them with a passion, as I do power steering, power locks, power windows and A/C!! I'd love to have a good old Toploader in this van! And manual steering. But Thomas brought up an interesting point, if I'd run through the gears prior to checking. No. I'll have to check that out next time... I'm going to drop the pan...
